Project Background 

Park Community Church has applied for a conditional use permit (CUP) to allow for interior renovations and site work. The church is located at 6805 Minnetonka Blvd. The project proposes to renovate the interior of the church sanctuary and community spaces, expand the sanctuary approximately 500 square feet on the south side of the building, and remove existing pavement on the north and west sides of the building. The pavement removal would add green space to the site and reduce on-site parking.

The zoning code requires a CUP for religious institutions in the N-2 zoning district. The church does not have an existing CUP because its establishment predates the code requirement for religious institutions in an N district. Given the proposed site work, the city requires the church to come into compliance with city code. The zoning code also requires a CUP for off-site and shared parking requests. 

Public meetings

  • Dec. 3, 2025: The applicant held a neighborhood meeting at Park Community Church from 6:00-7:00 p.m. with a short presentation starting at 6:15 p.m.
  • Jan. 7, 2026: The planning commission reviewed the application and held a public hearing. One person spoke at the hearing and shared general support for the project. Due to an error in the public hearing mailing notice, the planning commission voted to table the agenda item and continue the public hearing at the Jan. 21 meeting. 
  • Jan. 21, 2026: The planning commission will continue the public hearing for the application, close the public hearing, and make a recommendation to city council. 
  • Feb. 2, 2026: City council will review the planning commission's recommendation and act on the application.
