Project background 

Sela Investments applied for a preliminary and final plat for the redevelopment of 5430 Minnetonka Blvd. located at the northwest corner of Minnetonka Blvd. and Highway 100. The project proposes to construct a 33-unit, three-story apartment building with a mix of underground and surface parking and a public trail to the east of the site within the Minnesota Department of Transportation's right-of-way. The property owner also requests a variance to the front yard setback on Minnetonka Blvd. from 25 feet to 16.1 feet on the east of the site and 11 feet on the west. The variance only applies to the underground components of the development to accommodate the underground parking. Everything above ground will meet the 25-foot setback requirement. 

Public meetings

  • Jan. 7, 2026: The applicant held a neighborhood meeting for residents to learn about the project, ask questions and share comments. Approximately 14 residents attended. No one expressed opposition to the project.
  • Jan. 21, 2026: Planning commission held a public hearing for the application and voted to recommend approval of the motions with a 7-0 vote.
  • Feb. 2, 2026: City council approved the requested applications with a 5-0 vote (two council members were absent).
