Parkway Residences exceeded the threshold of a mandatory EAW by having a total of more than 150 attached units in a development that requires a change to the city's comprehensive plan per MN Rules 4410.4300, subpart 19 C. Additionally, when combined with Parkway 25, a development constructed by the same developer, the two projects exceeded the threshold for a mandatory EAW per MN Rules 4410.4300, subpart 1, three-year look-back requirement.
The EAW for Parkway Residences examined the project's potential for environmental impacts and included: a detailed project description; review of required permits; analysis of land use and zoning; and an overview of geology, soils, topography, water resources, contamination and hazardous materials, ecological resources, historic properties, visual effects, air emissions, noise and transportation.
