The City of St. Louis Park recognizes that providing housing options and programs that accommodate the needs of people of all ages and diverse backgrounds helps to build a strong community and sense of ownership. The housing activity report is updated annually and provides an overview of housing activity from the previous year. 

The city regularly contracts to have a comprehensive housing study conducted that provides detailed information about the city’s current housing stock, demographics, and anticipated future needs. The most recent study was conducted by Maxfield Research and completed in 2023.

St. Louis Park Housing Authority

The St. Louis Park Housing Authority (HA) is responsible for administering programs that ensure the availability of safe and desirable affordable housing options in the community. These rental assistance programs include:

The housing authority also provides guidance to city council on housing-related matters. 

Housing Authority Board

The Housing Authority Board oversees the administration of the city's low and moderate-income housing programs. The board adopted the PHA 5-year plan, which identifies the housing authority's goals and objectives to serve the needs of low-income families for the next five years and reports the progress made on meeting the goals and objectives from the previous five-year plan.

Project Based Selection Notice

In spring 2025 Sherman Associates submitted a request to the Housing Authority (HA) to include 20 project-based units (PBVs) in the Beltline Station Redevelopment Project. 

The Beltline Station developer requested 20 PBVs for a minimum of 20 years, subject to an additional renewal for years 21-40. In the event of non-renewal of a HAP contract after 20 years, units would be made available to households earning up to 60% AMI in years 21-40 through a separate affordable housing contract with the St. Louis Park EDA that reflects affordable housing commitments for all 82 affordable units at the site. Sherman Associates was selected to receive these 20 PBVs in June 2025; contract execution will be contingent upon successful completion of a subsidy layering review, environmental review and compliance with all Davis Bacon requirements; Sherman was notified in June 2025.

Local Affordable Housing Aid certification

As a condition of receiving housing aid funds from the State of Minnesota, the City of St. Louis Park must commit to using housing aid funds to supplement, not supplant, existing locally funded housing expenditures, so that the City of St. louis Park is using the funds to create new or to expand existing housing programs. Between 2024 and 2023, the City of St. louis Park reduced its expenditure on Down Payment Assistance by $229,644.07. The reason the City of St. Louis Park reduced this expenditure is that the city is using Local Affordable Housing Aid (LAHA) funds for down payment assistance, including DPA for the first-generation program. Although city funding for DPA decreased in 2024 compared to 2023, the total number of loans and funding increased when combined with LAHA and overall spending on affordable housing in St. Louis Park increased by $334,336 in 2024.
