You are invited to an in-person open house scheduled for:
Thursday, Sept. 24, 5:30 – 7 p.m. The Rec Center 3700 Monterey Drive
At the open house, you will have an opportunity to learn more about the project, view the final design showing the planned maintenance and speak to project staff. There will be no formal presentation; attendees may arrive at any time during the open house.
Materials presented at the open house will be posted here by the end of the day on Sept. 25.
If you can’t make it to the open house, contact Mark Elgaard to discuss the project. Staff are also available to meet with you on-site to discuss the project in greater detail.
City staff and no-cost business consultants will be available at the open house to answer questions and provide general business guidance. This is an opportunity for businesses to start thinking about how they can prepare for road construction.
Final design is completed by staff: October – December 2026
Council decision: December 2026
Construction: summer 2027, after Parktacular Festival
In 2027, the city will be conducting maintenance on some streets in the Excelsior and Grand area of Wolfe Park Neighborhood, including Auto Club Way. The project will include asphalt pavement rehabilitation, select underground utility repairs, and select curb and sidewalk replacement.
The 2027 Commercial Street Rehabilitation project is included in the Capital Improvement Program approved by the St. Louis Park City Council. These improvements are proposed to be paid for using city funds; there are no proposed assessments to property owners for this project.
A letter containing notification of the upcoming project, an overview of the community engagement and project approval process, a summary of what to expect during construction and information on what mill and overlay is, was emailed to the property management companies to be distributed among residents and businesses on June 12, 2026.

Every year, the city performs street maintenance to extend the life of streets before total reconstruction is necessary, utilizing the mill and overlay technique. The street surface is overlaid with new asphalt, resulting in a street that looks and drives like new pavement.
The project will first remove a portion of the street using a large milling machine, which will grind asphalt off the top. Crews will then raise all utility access points, such as manholes and gate valves. Finally, a new layer of pavement will be placed on the surface.
