The City of St. Louis Park is undertaking an effort to modernize and reinvest in the Oxford Street and Louisiana Avenue corridor. The existing roadways, bridge, drainage, pedestrian and bicyclist facilities, and utilities are aging and improvements can be made to better meet the needs of the community.


Get involved!

During construction is the most cost-effective time to make changes to the street, including building new sidewalks, repairing existing sidewalks, fixing drainage issues and addressing safety concerns. The city is requesting input from the community on what types of improvements they would like to see made in the project area.

Project location and details

  • Cambridge Street (Alabama Avenue to Edgewood Avenue): Pavement and water main replacement, new sidewalk on the south side of the street between Alabama and Brunswick avenues, gap sidewalk on the north side of the street under the railroad bridge and new sidewalk on the north side of the street between 6314 Cambridge and Edgewood Avenue.
  • Edgewood Avenue (Cambridge Street to Oxford Street): Pavement and water main replacement, new sidewalk on the east side of the street between Cambridge Street and 3825 Edgewood Ave.
  • Oxford Street (Edgewood Avenue to the bridge over Minnehaha Creek): pavement replacement, roundabout at the intersection with Louisiana Avenue and new sidewalk on the south side of the street between 7341 Oxford St. and the bridge over Minnehaha Creek.
  • Bridge over Minnehaha Creek: Redecking
  • Meadowbrook Road (from Meadowbrook bridge to Excelsior Boulevard): Pavement replacement, sanitary force main replacement and new sidewalk on the east side of the street between the bridge and 7250 Excelsior Blvd.  

Background

The City of St. Louis Park is undertaking an effort to modernize and reinvest in the Oxford Street and Louisiana Avenue corridor. The existing roadways, bridge, drainage, pedestrian and bicyclist facilities, and utilities are aging and improvements can be made to better meet the needs of the community.

This project is needed to repair existing infrastructure, remove barriers to active transportation and transit, and promote environmental sustainability and climate preparedness. This project will:

  1. Increase transportation access to under-served populations.
  2. Improve neighborhood livability and community connection.
  3. Reduce downstream pollution and promote climate resiliency.

These roadways were last constructed in 1973 and have far exceeded their design life. Reconstruction is necessary because routine maintenance activities such as bituminous overlays and crack seals are no longer cost-effective.

Project improvements will include the following:

  • Replacement of 1.67 miles of roadway pavement
  • Construction of 0.75 miles of new sidewalk
  • Construction of a roundabout at the intersection of Oxford Street and Louisiana Avenue
  • Regional stormwater treatment and flood storage
  • Crosswalk enhancements for people walking and rolling, with shorter crossing distances, and user‐actuated flashing beacons
  • Replacement of 0.5 miles of watermain, ensuring continuity of service for Methodist Hospital
  • Modification of existing sidewalks to meet ADA requirements and operation needs
  • Replacement of existing street lighting with new LED systems
  • Public utility repair and replacement

Open house # 1 – June 23, 2026

  • Invitation postcard was mailed to the surrounding area in early June 2026
  • Open house # 1 was held on June 23, 2026, where community members learned more about the project and provided input.
