Phasing and detour plan

Update: The city was notified this morning that a private utility company doing private utility work on Louisiana Avenue hit a power line. There currently is a power outage in the area. Xcel Energy has been notified and working on a fix. 

The city's contractor, Park Construction, started construction on Cedar Lake Road between Rhode Island Avenue and Nevada Avenue on Monday, April 6.

Traffic impacts

  • Cedar Lake Road (Rhode Island Avenue to east of Nevada Avenue)- CLOSED TO THROUGH TRAFFIC 
    • Contractor will maintain access to and from properties in the project area.  
    • Through traffic should use the posted detour
  • Intersection of Cedar Lake Road and Louisiana Avenue- OPEN TO TRAFFIC
    • Construction is expected to start in early May. The exact start date is still to be determined. 

Construction project updates

  • Cedar Lake Road (Rhode Island Ave to east of Nevada Ave)
    • Week of April 13  
      • The contractor continues to work on removals in the project area. 
      • The contractor is laying out the temporary water system.
        • The temporary water system is an above ground water system that will provide the same water to homes and buildings in the project area while the underground watermain in the street is replaced. 
        • The connection of the temporary water system to homes and buildings starts the week of April 20. 
        • There may be a period of time when your water is shut off completely to set up the temporary water system. You will be notified by a door hanger or notification from you building maintenance if you will be affected by a water shut off. 
    • Week of April 20
      • The connection of the temporary water system will continue into this week.
      • The contractor will start setting up a sanitary sewer bypass in preparation of underground sanitary sewer replacement.
      • Watermain and sanitary sewer replacement on Cedar Lake Road will start at the end of this week. 
    • Week of April 27
      • Watermain and sanitary sewer replacement will be ongoing throughout the week.

Reminder: Private improvements in the right of way

The contractor will be working in the public right of way. If you have private improvements such as underground sprinklers, electric wiring, perennial gardens, or invisible fences within 15 feet of curb, it is likely that they are in the public right of way. Removal and reinstallation of these items are the responsibility of the property owner. Plan on removing these items from the public right of way as soon as possible. Private improvements that are not removed may be damaged during construction. Property owners are responsible for repair or replacement of damaged items. If you have questions, contact the project coordinator.

Private utility work

Private utility companies will be relocating their services throughout the project area.

MnDOT's I-394 project updates
