Each year in December, city council adopts the budget for the following year.

City budget process

The City of St. Louis Park’s budget and capital improvement plan (CIP) are much more than an accounting document — they serve as the foundation for the city’s financial planning. City staff, the mayor and city council, residents, stakeholders and anyone with an active interest in municipal budgeting all play an important role in determining how your tax dollars are used.

The city follows an open, public process to review and adopt its annual budget and welcomes citizen input. The following are key steps in the process:

  • Spring – goal-setting and general direction for the budget and CIP starts
  • May and June – staff budget preparations
  • June through December – budget work sessions with the city council
  • September – adoption of preliminary budget and levy
  • Sept. 30 – deadline city must notify Hennepin County of the city’s preliminary tax levy
  • Early December – Truth-in-Taxation public hearing and budget presentation
  • Dec. 28 – deadline to certify the final tax levy to Hennepin County

The online budget book is an interactive tool offering a new look at how public dollars are allocated to support city services, invest in infrastructure improvements, and build a stable financial future for the city.

State of Minnesota property tax relief

Minnesota has two property tax refund programs for homeowners

  1. Regular property tax refund
  2. Special property tax refund

You may be eligible for one or both, depending on your income and size of your property tax bill. Find more information on these refunds at the state of Minnesota property tax refund website.
